The tab as written can be played on a 4 string bass. Even though Godsbassman shows 5 strings (GDAEB from top to bottom) notice that all the notes are shown on the E and A strings.
The 7th fret on the A string is E, which is the key the song is recorded in.
To play the song in Eb, play everything as Godsbassman wrote it, except play one fret lower. Since E is the 7th fret on the A string, you'd play the 6th fret on the A string. Where he plays the 4th fret on the E string (Ab), you would play the 3rd fret (G) and so on and so on.
There is no need to depart from standard EADG tuning on your 4 string bass to play this song in either E or Eb.
