I am also not an authority, LOL... but I would say if you could get a good strong ensemble going, that would be a good place to start. Maybe two of each part? Or maybe even one real good voice on each part. My FL directs our choir, and one thing she does is have one good solid singer in each section sing in the mic, that way it guides everyone else, and what's heard by the congregation sounds good. Our choir recently went through a transition (that's what they say when a lot of people left, lol), and basically we were able to maintain a small core, and now we are on our way back with mostly new people.
