I'd call it a F7b5/A

A: bass
F: 1
A: 3
B: flat 5
Eb: dominant 7

I usually see this chord as a III, VI or VII.

What key is the song in?

to keep it simple, 2 possibilities come to mind
F7b5 over A
B7b5 over A

it would be a nightmare trying to visualize/describe as some type of A chord

Okay, I'll play....one of those ambiguous chords...put a C# and a G in, and it could be a Whole-tone scale in A...or F...

always remember to approach a chord from where you are coming from and where you are going.   What is the chord before the A/F-A-B-Eb and what is the chord after the A/F-A-B-Eb.

flat fifth  F7 b5 = F A B Eb

This. and one would add over A since there's an A in the bass.

of course RH is a Bb major chord, but im guessing you want to either put it in terms of Gb or Ab (which is odd since they're so close in the LH)
it could be a loose voicing of a
Ab13#11

or

GbM9#5

Ab  Gb   |  D  F  Bb

To me sounds like either: Bb7(b13)/Ab  or  GbM9#5/Ab

Interesting to know what the chords before and after it are. Sounds like a nice 1-4 progression, using inversions though.

Ab13#11 it is, especially when Eb is added.

Without the Eb, my notation program reads it as an Bb/Ab chord....
