Do you count 1-2-1-2-1-2? or 1-2-3-4?

First off let's be real, most cats in the urban church don't count the music they feel it.

Shouts are mostly played in Cut Time = 2/4 BUT they are felt in Half Time or what I call a "big two" where the snare is played on the up beat and the one feels like it's falling every 4 beats (as if playing in 4/4).
