How do you play over certain changes in a song

Hi guys. Here's my question. Seriously, how do you play over certain changes in a song? For I was watching this Jess Lewis video and I can hear how she uses certain notes to play over certain changes in a song and where at times I would get lost because I don't know the changes to a song. How do one begin to take the journey of learning what to play over certain changes in a song? Because sometimes you hear in music how that sometimes you can feel the mood of the music is about to take a slight change.

You answered your own question. If you don't know the changes, how can you know what to play over them?
So, the answer is to learn the changes (= learn the chord progression) and that will help you learn how to play over the changes.
Music theory is not always music reality.

Where should one start to first learn how to solo over changes if it was just any song? Is there book that teaches you about learning about pentatonic scales, modes, relative major and relative minor?

You can learn all of the scales in the world, but if you don't know the chord progression you will never learn to play over any changes.
Again, if you want to learn to play over the changes, learn the changes (the chords) first. You can not skip this step and expect to understand anything beyond it.

yeah really. learn the chord progression of the change, then use the notes that complement the chords.
