Title: Help with this beat?

So I've been working on this beat.  I want the sixteenths on the hats on beat four to be the same volume, but they get real quiet, like I'm decrescendoing.  How can I keep them at the same volume?  Does that makes sense?  I'm playing them with my fingers like you'd do on a double stroke, but with four strokes.
