There are a number of techniqes that can be applied including alternate picking, tapping, legato, as well as combinations of all of these. Check out the following link (Shredaholic.com (http://www.shredaholic.com/)).

The key to playing fast, is playing REAL slow! If you are trying to learn a solo, or part, from a recording, learn and perfect a few notes at a time. This is part of the Effortless Mastery system. Many people (myself included) tend to learn something, not fully correct, and then play, and practice it that way-basically practicing mistakes!
By removing the mistakes, the slow practicer(real word?) will eventually win the speed!

a metronome is your best friend. there are tons of exercises you can use to get better....but using a metronome, practice at a speed at which you can play the exercise perfectly, then gradually speed the metronome up, not increasing speed until you can play at tempo perfectly. you'll get better by leap and bounds before you know it.
if you practice sloppy, you'll always be sloppy...practice for perfection, it'll show in your playing.

+1 on the metronome. Also, go easy on the effects at least until you can play your parts smoothly. Effects can cover up sloppy techniqe, but it still wont sound as good as if you can actually paly the part correctly.

Minimize the movement in your hands in order to maximize the efficiency of your playing.
Keep your fingers close to the strings and make small motions with your picking hand.
Use a metronome.
Practice scales using using same number of notes per string scales; 3 notes per string or 4 notes per string over 2 octaves.
Change picks to see if another size or shape helps you.
Play clean, without distortion.
Don't tense up.
Try a variety of pivot points to your advantage: elbow, wrist, fingers...any combo of them or all of them.
