How many times do you think the music department (without the choir) should have rehearsal?
What do you go over in that rehearsal, how do you start it off?
any suggestions

I say every week and on days before the actual rehearsal. If there is new material, give them the music at least 2 weeks ahead of time. That will give them time to learn it and just work on the rough edges at the musican rehearsals.
I would go over the songs you going to do on Sundays (some extras isf you have a second service). And definitely work on the intros and outros for every song to make sure they are clean. I would also bring in the directors and lead singers for that particular Sunday so they can know where and when to come in with the choir.

I rehearsed with my musicians weekly too. As DD stated, go over the intros and outros. Also, just "jam" together so hat you can get a feel of each other's style. Sometimes in the service you got to free flow, so a jam sessions helps to prepare you for those moments.

At least once a week. Go over up-coming songs and try to stay up on past songs. You could even have a jam session and see what yall come up with. That's how songs are born.
