When is it ever used in progressions?

I use it sometimes to end a song thats in a minor key. But its like a chord that you dont use much. Like if you played a song that starts on the one and has like 8 verses or so, you could throw it in there once or twice. I heard a song that used it more frequently, but I cant remember it right now.

Dude, this is sooo jazzy.
I don't normally play jazz, but I see it more fitting into an ending or an intro. It would most likely be a 4 or 2 chord:
I see it as a 4 in this jazz progression:
eg,
in B/ Cb
4 E/G-B-D#
7 A#/G#-C#-F#
