Title: Time Signature?

Hi guys back with another thread. I have time signature question.

Question 1) Could or should a melody note start on the one beat? And for that melody note can a chord be played?

You can play any note anywhere that you want.
What does that have to do with time signatures?

Time signatures are just a tool used in transcribing your music. It has little to do with what beat you choose to sing or play on. You create the music first, then if you want to transcribe it choose the best time signature(s) that fit your composition.
