Hi guys back here once again with another thread. I seem to be having problems with this F7b9 chord. Here is the voicing x F A Eb Gb C That is the voicing to the chord but my main problem is that every time I play that chord this chord sounds like resolution to my ears a Bbm7 x x Bb F Ab Db. Why is that? Is it because the 7b9 chord is really an A dim7 passing chord going to a Bbm7???

Break it down: if you're going from an F7 chord to a Bb chord, you're moving from a V7 to a I. Substitute the I for a i and it's no difference as the V7 will always feel like it resolves to the root. Same goes for the vii dim to I or i. Each is a variety of authentic cadence.
