Title: whats the best way to voice a minor 9th on the organ?

Take this chord for example:

 Eb-Bb-Db/F-Gb-Bb-Db



how would you voice this on the organ, compensating for the pedal being on Eb?

I'm assuming Eb is the minor 6th scale degree (at least in my example), so we're in F#.  I'm using the foot pedal/left hand/right hand notation.

Coming from the 3 Bb/D Ab/Eb F# Bb Db (or even diminish if you want like B D F Ab B in the right),

I would do something like Eb/ Db F F# Bb / C# F Ab or  .../.../C# F Bb or .../.../F F# C# F

The right hand really depends on the top melody note
