This is not surprising because IS has been able to effectively use the Internet and social media to further its mission.  You don't have go to Syria or Yemen or even wear a military-specific uniform to be part of IS.  If you believe in their cause and are so persuaded to act, then all you need is an Internet connection and you can get in.  In this regard, they are far more of a threat than Al-Qaida.
