To increase hand speed use a thicker or heavier stick than what you normally play with. At first you will feel it, but then you will also notice your speed is increasing.

Like stated use a heavier stick when practicing on the set and practice your rudiments on a pillow. I know it sounds silly because your trying to play harder but you build your risk by doing this try it, It works for me. A skilled drummer can play there rudiments on paper and not go threw the paper.
