That's what I thought at first but then it sounds like he's doing thumb down, thumb up, pluck pointer finger, pluck middle finger.

Sounds like a variation of the open hammer pluck technique that victor uses. 

Looks like he's doing thumb down - open string,  thumb up - fretted note, pluck - octave.

After seeing the video many many times I have come up with a math equation to explain the bass run:

ax2 + bx + c = 0 px + q = 0 / rx + s = (px + q)(rx + s) = 0 x2 + 2x + 1 = 1 + 2 = This should be the proper formula for a mind blown moment..........
